The National Council for Emergency Management and
Homeland Security (NCEMHS) formed to bring together an academic community of
faculty, administrators, and students together with the public and private
sectors to enhance collaboration with our colleagues on teaching, research, and
service learning opportunities in the critical fields of Emergency Management
(EM), Homeland Security (HS), and Cybersecurity (Cyber).
Profound issues like climatic change, extreme
weather, and turbulent global political and economic conditions pose a
challenge to government agencies, local communities, first responders, the
private sector, and academics globally. Continued drought, historic flooding,
dramatic wildfires, earthquakes, public health emergencies, cybercrime, active
shooter situations and other natural and human caused events affect everyone
and it is important to direct our academic research and scholarly creative
activities to improve global quality of life, safety, and preparedness.
The purpose of the NCEMHS is to enhance access,
availability, and quality of Emergency Management, Homeland Security, and
Cybersecurity education, training, service, and research. Additionally, we seek
to build collaboration and partnership to enhance and coordinate EM-HS-Cyber
education and training programs, faculty/agency/private sector research needs and development, as well as
support community service, engagement, and resiliency efforts.
NCEMHS’s primary means of achieving noteworthy
scholastic activities (education, research, and service) is through developing
increased collaboration and communication in partnering with institutions of
higher education and government agencies (state, local, national), private
sector, and Nongovernment Organizations (NGOs).

Vision Statement
The vision of NCEMHS is
to lay the foundation for the development of a comprehensive suite of linked Homeland
Security, Emergency and Disaster Management, and Cybersecurity education and
training academic standards, model curriculum and programs at all levels of
education and related research and service initiatives to solve current
challenges and innovate new solutions in this critical area of international
and national need.

Mission Statement
The mission of NCEMHS
is to develop quality and sustainable academic standards and model curriculum
to support Career Pathway programs in partnership with the EM-HS-Cyber
professional community replicable at all levels of secondary and post-secondary
education. These templates will be used
to create coursework and related professional development opportunities and
programs leading to a comprehensive and linked series of EM-HS-Cyber K-12, Associate’s,
Bachelor’s, Master’s, Doctoral Degrees and Certificate Programs developed in
collaboration with leading academics, practitioners, and the public sector
nation-wide to meet educational and workforce needs.
